1、 Introduction to Double Carbon Vocational Competence Talent Training Project

"Double carbon" is short for carbon peak and carbon neutralization. On March 18, 2021, the Ministry of Human Resources and Social Security, the State Administration of Market Regulation, and the National Bureau of Statistics released 18 new occupations, and "carbon emissions manager" was listed in the national occupational list.

In order to cultivate skilled talents who are in short supply for dual carbon work and promote the carbon neutrality process in various major industries in China, the Education and Examination Center of the Ministry of Industry and Information Technology has solemnly launched the "dual carbon vocational ability talent cultivation project". The Education and Examination Center of the Ministry of Industry and Information Technology organizes examinations and issues certificates for this project. Currently, there are four majors: "Carbon Emission Management Technology, Carbon Asset Management Application, Carbon Monitoring Management Technology, and Carbon Trading Management Consulting", each of which is divided into elementary, intermediate, and advanced levels. After completing their studies and taking the unified exam, the qualified students will be included in the "Industrial and Information Technology Skills Talent Database", which can be queried on the official website.

"Carbon emission management talents refer to professional and technical personnel engaged in monitoring, statistical accounting, verification, trading, consulting, and other work of carbon dioxide and other greenhouse gas emissions in enterprises and institutions.".

"Carbon trading management talents refer to professionals who develop carbon trading schemes for enterprises and institutions and conduct various operations such as the purchase, sale, and mortgage of carbon emissions rights for enterprises and institutions in accordance with the provisions of documents such as the" Measures for the Management of Carbon Emissions Rights Trading "and the relevant rules of carbon emissions trading institutions.".

"Carbon asset management talents refer to professionals who achieve the value-added management of carbon assets for the owners of carbon assets, and help enterprises operate the entire process of carbon asset comprehensive management business, including carbon asset development, carbon inventory, carbon audit, carbon asset measurement, carbon asset evaluation, and low-carbon brand building.".

"Carbon monitoring and management technical talents are those who can systematically understand theoretical knowledge related to carbon emissions, develop carbon emission monitoring plans, establish monitoring systems, carry out monitoring activities, prepare and submit monitoring reports, cooperate with carbon emission statistical accounting, verification, and other work, and provide a basis for formulating scientific carbon emission management strategies.".

2、 Main content of the course "Carbon Emission Manager"

This training course is divided into three levels, namely, elementary, intermediate, and advanced. The skill requirements for each level are progressive, and the requirements for higher levels cover the requirements for lower levels. The main learning content is as follows:
