In order to thoroughly implement the spirit of the "Opinions of the Central Committee of the Communist Party of China and the State Council on Completely and Accurately Implementing the New Development Concept and Doing a Good Job of Carbon Peak and Carbon Neutralization", and solidly promote the work of carbon peak and carbon neutrality, the following implementation opinions are proposed based on the actual situation of our region.

1、 General requirements

(1) Guiding ideology. Serve and integrate into the new development pattern, adhere to a systematic concept, handle the relationship between development and emission reduction, overall and local, long-term and short-term goals, and government and market, integrate carbon peak and carbon neutral into the overall economic and social development, adhere to the principles of overall coordination, saving priority, dual wheel drive, openness and sharing, and risk prevention, take the comprehensive green transformation of economic and social development as the guide, and take green and low-carbon energy development as the key, Accelerate the formation of an industrial structure, mode of production, lifestyle, and spatial pattern that conserve resources and protect the environment, firmly adhere to the high-quality development path of ecological priority, green, and low-carbon, take new steps in promoting green development, and make important contributions to building a magnificent Guangxi with Chinese characteristics for a new era.

(2) Main objectives

By 2025, an economic system featuring green, low-carbon and circular development will initially take shape, and energy utilization efficiency in key industries will be significantly improved. The energy consumption per unit of GDP will decrease by 13% compared to 2020, and the reduction rate of carbon dioxide emissions per unit of GDP will ensure the achievement of the national targets; The proportion of non fossil energy consumption reaches over 30%; The total installed capacity of wind and solar power generation has reached 40 million kilowatts; The forest coverage rate reached 62.6%, and the forest volume reached 1.05 billion cubic meters.

By 2030, significant results will be achieved in the comprehensive green transformation of economic and social development, and the energy utilization efficiency of key energy consuming industries will reach the international advanced level. Ensure that the energy consumption per unit of GDP and the reduction rate of carbon dioxide emissions ensure the achievement of national targets; The proportion of non fossil energy consumption will reach over 35%, and the total installed capacity of wind and solar power generation will strive to exceed 70 million kilowatts; The forest coverage rate was maintained at 62.6%, and the forest stock was maintained at over 1.05 billion cubic meters, achieving a carbon peak in synchronization with the national level.

By 2060, an economic system featuring a green, low-carbon and circular development and a clean, low-carbon, safe and efficient energy system will be fully established, with energy utilization efficiency reaching international advanced levels, and the proportion of non fossil energy consumption reaching over 80%. The goal of carbon neutrality will be successfully achieved.

2、 Promote comprehensive green transformation of economic and social development

(3) Strengthen planning guidance. Integrate the requirements of carbon peak and carbon neutral goals into the medium and long-term economic and social development plans of the entire region, and strengthen the support and guarantee of development planning, territorial space planning, special planning, regional planning, and planning at all levels. Strengthen the coordination between various plans at all levels in the region, and ensure that the main goals, development directions, major policies, major projects, and major industries of achieving carbon peak and carbon neutrality are implemented in all regions and fields in a coordinated manner.

(4) Optimize the regional layout. Deeply implement the strategy of main functional areas and build a new pattern of land and space development and protection that is conducive to achieving carbon peak and carbon neutrality. In the implementation of major regional coordinated development strategies, such as the high-level joint construction of a new land sea channel in the west, the comprehensive docking of the Yangtze River Economic Belt, the construction of the Guangdong Hong Kong Macao Greater Bay Area, the development of the Beibu Gulf Economic Zone, the construction of the the Pearl River Xijiang Economic Belt, the revitalization of the Zuojiang Revolutionary Old Area, the creation of Guilin as a world-class tourist city, and the development of key development and opening pilot areas along the border, we will strengthen the green and low-carbon development orientation and task requirements.

(5) Improve the level of green and low-carbon development. Vigorously promote energy conservation and emission reduction, comprehensively promote clean production, and accelerate energy-saving and carbon reduction transformation in key industries such as steel, nonferrous metals, building materials, petrochemical and chemical industries. Vigorously promote the comprehensive recycling and utilization of waste materials, renewable resources, industrial and construction solid wastes, agricultural and forestry wastes, and other resources. Accelerate the green transformation of business circulation and information services, and improve the low-carbon development level of the service industry. Expand the supply and consumption of green and low-carbon products such as energy conservation, water conservation, environmental protection, and recycling, and promote the formation of a green and low-carbon lifestyle and consumption mode. Continue to carry out green life creation actions.

(6) Actively carry out demonstration creation. Organize cities, counties, and industrial parks to carry out carbon peak pilot construction, and conduct practical exploration around carbon peak path, low-carbon and zero carbon development, and other aspects. Encourage the implementation of near zero carbon emissions and carbon neutrality pilot projects in industries, construction, transportation, agriculture, and other fields. Revise and improve relevant construction specifications, evaluation standards, and supporting policies such as ecological civilization demonstration, green and low-carbon cycle pilot projects, and actively promote the integration and innovation of existing pilot projects. Encourage all localities to actively take the lead and refine typical experiences that can be replicated and promoted.

3、 Accelerate industrial restructuring

(7) Promote the optimization and upgrading of industrial structure. We will strengthen traditional advantageous industries, strengthen leading industries, and build a modern industrial system. Accelerate the promotion of green agricultural development, promote green production technologies and models, and improve the level of agricultural product processing and transformation. Based on characteristic resources such as forests, fruits, vegetables, livestock sugar, etc., create characteristic agricultural industrial clusters, cultivate "Gui Zi Hao" agricultural brands, and build a number of characteristic industrial demonstration counties (cities, districts) and autonomous region level modern characteristic agricultural demonstration areas. Focus on advantageous industries to continuously strengthen and extend the chain, and promote the optimization and upgrading of the entire industrial chain. Accelerate low-carbon process innovation and digital transformation, promote traditional industries such as sugar making, machinery, automobile, metallurgy, nonferrous metals, petrochemical and chemical industries to accelerate their progress towards high-end, intelligent, and green manufacturing, and actively develop the manufacturing industry of characteristic and advantageous consumer goods. Continue to carry out strategic emerging industry cultivation actions, vigorously develop new generation information technology, biotechnology, new energy, new materials, new energy vehicles, green environmental protection, high-end equipment manufacturing and other industries, and accelerate the layout of future industries. Deeply implement the green manufacturing project, promote industrial ecology and ecological industrialization, and build a green low-carbon circular industrial chain. Accelerate the development of modern service industries, promote the professional and high-end development of productive services, promote the deep integration of advanced manufacturing and modern service industries, accelerate the quality, diversification and upgrading of living services, and expand and develop modern service industry clusters. Promote the deep integration of emerging technologies such as the Internet and big data with green and low-carbon industries.

(8) We will resolutely curb the blind development of projects with high energy consumption and emissions. New and expanded projects such as steel, cement, flat glass, and electrolytic aluminum will strictly implement capacity equalization or reduction replacement. Implement national capacity control policies for coal power, petrochemical, and coal chemical industries. New reconstruction and expansion of oil refining and new ethylene, paraxylene, and coal to olefin projects need to be included in the national industrial planning for relevant fields as required. Improve the energy consumption admission standards for high energy consumption and high emission projects.

4、 Accelerate the construction of a clean, low-carbon, safe and efficient energy system

(9) Strengthen the dual control of energy consumption intensity and total amount. Adhere to the energy development strategy of giving priority to energy conservation, optimize the dual control system for energy consumption, strictly control energy consumption and carbon dioxide emission intensity, and reasonably control the total energy consumption. Do a good job in connecting industrial layout, structural adjustment, energy conservation review, and dual control of energy consumption, strengthen energy conservation supervision and law enforcement, and implement delayed approval and approval limits for high energy consumption and high emission projects, and energy consumption equivalent or reduced substitution for areas with severe energy intensity reduction targets. Strengthen the analysis and early warning of energy consumption and carbon dioxide emission control objectives, and establish a management system for energy consumption dual control and carbon dioxide emission control that is coordinated by autonomous regions, with each city assuming overall responsibility, departments implementing industry responsibility, and enterprises implementing main responsibility. Strengthen the control of non carbon dioxide greenhouse gases such as methane.

(10) Significantly improve energy efficiency. We will integrate energy conservation throughout the entire process of economic and social development and in all fields, strengthen energy conservation in key areas such as industry, construction, transportation, and public institutions, and formulate action plans for energy conservation in different areas. Promote the green and high-quality development of new infrastructure such as data centers and 5G, and strengthen the intensive construction of data centers. Establish and improve the energy efficiency monitoring and evaluation system for key industries. Strengthen energy conservation management and target responsibility of key energy consuming units, and continue to promote the construction of online energy consumption monitoring systems for key energy consuming units. Benchmark the level of energy efficiency, accelerate the implementation of energy-saving and carbon reduction transformation and upgrading, and create a "leader" in energy efficiency.

(11) Strictly control fossil energy consumption. Accelerate the pace of coal substitution, adjust the coal consumption structure, and gradually reduce or even prohibit the burning of coal in bulk. Strictly control coal consumption and strengthen clean and efficient utilization of coal. We will make overall arrangements for ensuring power supply, reducing pollution, and reducing carbon emissions, steadily promote the transformation of coal power from a primary power source to a basic and systematic regulatory power source, and orderly promote the construction of supportive and regulatory power sources. Strictly control the installed scale of coal-fired power plants, and promote energy-saving and consumption reduction transformation of coal-fired power units, heat supply transformation, and flexibility transformation. Maintain a reasonable range of oil consumption and gradually promote the replacement of traditional fuels. Increase the utilization of natural gas, reasonably guide the use of industrial gas and chemical feedstock gas, and scientifically arrange natural gas for power generation. Accelerate the development and utilization of unconventional oil and gas resources such as shale gas. Strengthen energy operation safety management, and continuously improve energy stable supply, emergency support, and risk management and control capabilities.

(12) Actively develop non fossil fuels. Adhere to both centralized and distributed development, vigorously develop wind and photovoltaic power generation, actively promote "photovoltaic+" multiple utilization, and create an offshore wind power base in Guangxi Beibu Gulf. Develop biomass power generation, biomass heating, and biological natural gas based on local conditions. Deeply develop hydropower. Actively, safely and orderly develop nuclear power, accelerate the construction of nuclear power in coastal areas, and support the demonstration of comprehensive utilization of nuclear energy. Accelerate the promotion and application of new energy storage, actively develop "new energy+energy storage", integration of source network, load storage, and multiple energy complementation, and accelerate the construction of pumped storage power stations. We will comprehensively promote the development of the entire chain of hydrogen energy production, storage, transportation, and utilization. Build a new type of power system with new energy as the main body, and improve the power grid's ability to absorb and regulate a high proportion of renewable energy.

(13) Deepen the reform of the energy system and mechanism. Comprehensively promote the market-oriented reform of electricity, accelerate the cultivation and development of independent market entities in the distribution and sales of electricity, accelerate the construction and improvement of a medium to long-term, spot and auxiliary services coordinated power market system, expand the scale of market-oriented transactions, establish and improve renewable energy development and market-oriented consumption mechanisms, and comprehensively establish a demand side response mechanism. Promote the reform of the power grid system, strengthen the deep integration of the main power grid and the local power grid, and clarify the market dominant position of incremental distribution networks, microgrids, and distributed power generation, which mainly consume renewable energy. Accelerate the formation of a new power installation development mechanism based on energy storage and peak shaving capabilities. We will improve the market-based pricing mechanism for energy products such as electricity. Build a "one network for the entire region" of natural gas, and accelerate the formation of a unified and open natural gas market system with diverse entities, moderate competition, reasonable prices. Actively build a national comprehensive energy base that serves the southwest, central and southern regions, Guangdong, Hong Kong, Macao, and the Greater Bay Area, and faces ASEAN. Take multiple measures to improve energy security capabilities, and explore carbon peak and carbon neutral solutions for areas with energy factor shortages.

5、 Accelerate the construction of low-carbon transportation system

(14) Optimize the transportation structure. Centering on high-level joint construction of a new land and sea corridor in the western region, actively building an international gateway port in the Beibu Gulf of Guangxi, continuously promoting the adjustment of transportation structure, and building an integrated collection and distribution system. Vigorously develop multimodal transportation, gradually increase the proportion of railways and waterways in comprehensive transportation, and continuously reduce transportation energy consumption and carbon dioxide emission intensity. Optimize passenger transport organization, strengthen the construction of convenient transfer system, and carry out intermodal transportation services. Accelerate the development of green logistics, strengthen the organization of goods sources and the allocation of transportation capacity, and improve transportation efficiency. Encourage large-scale and intensive development of transportation enterprises. Support the construction of network freight platforms, improve the precise matching between supply and demand, and reduce the empty and empty transportation rates. Implement the green intelligent transportation strategy.

(15) Promote energy-saving and low-carbon vehicles. Accelerate the development of new and clean energy vehicles and vessels, eliminate old vehicles and vessels with high energy consumption and emissions, accelerate the promotion of new energy vessels along the Xijiang River, develop a green and environmentally friendly inland waterway shipping system, and implement the Gasification Xijiang Project. Increase the proportion of new energy vehicles in the field of urban public transportation, accelerate the upgrading and transformation of road freight vehicle equipment, and gradually reduce the proportion of traditional fuel vehicles. Continue to promote the construction of port power, standardize the operation and maintenance of port shore power facilities, and improve the utilization rate of ship shore power. Accelerate the construction of electrified railways and build a convenient, efficient, and safe railway transportation system. Implement the "endurance project" for green travel, focus on building a new comprehensive transportation energy supply service system, and promote the construction of charging piles, charging and replacement power stations, gas stations, hydrogen stations, and comprehensive energy supply service stations in highway service areas, passenger transport hubs, and other transportation service stations.

(16) Actively guide low-carbon travel. Accelerate the construction of public transportation infrastructure such as rail transit, bus lanes, and bus rapid transit systems, and encourage urban bus routes to extend to the suburbs. Improve the construction level of slow moving connecting transportation at stations such as rail and public transportation, and connect urban public space. Develop multi-level public transportation service modes such as customized public transportation, online public transportation, community public transportation, peak commuting buses, and shared bicycles. Scientifically formulate urban slow traffic system planning, build bicycle lanes and greenways in accordance with local conditions, and encourage the public to choose public transportation, bicycle, and walking modes of travel. Comprehensive use of legal, economic, technological, administrative and other means to alleviate urban traffic congestion.

6、 Improve the quality of green and low-carbon development in urban and rural construction

(17) Promote low-carbon transformation of urban and rural construction and management models. Fully implement green and low-carbon requirements in all aspects of urban and rural planning, construction and management, promote the conservation and intensive use of urban and rural resources and energy, promote urban cluster development, build urban ecological green corridors and ventilation corridors, and build urban green space systems. Reasonably plan the development goal of urban building area, and strictly control the construction of high energy consumption public buildings. Promote green, industrialized, informational, intensive, and industrialized construction methods. We will improve the management system for building demolition and eliminate large-scale demolition and construction. Accelerate the construction and improvement of urban human settlements, and deepen the creation of green communities. Combine the implementation of rural construction actions to promote green and low-carbon development in county and rural areas.

(18) Vigorously develop energy-saving and low-carbon buildings. Implement the national energy-saving standards for new buildings, standardize the design, construction, operation, and management of green buildings, and promote the development of ultra-low and near-zero energy consumption buildings. In combination with urban infrastructure renovation and old city renovation, we will simultaneously implement energy-saving renovation of existing public buildings and municipal infrastructure in cities and towns, and improve the energy-saving and low-carbon level of buildings. Gradually carry out building energy consumption quota management, promote building energy efficiency evaluation labels, and carry out low-carbon development performance evaluation in the construction field. Accelerate the development, production, certification, promotion and application of green building materials, and promote the green transformation and upgrading of the building materials industry. Encourage the procurement and use of building materials that have obtained low-carbon product certification and green building material product certification. Vigorously develop prefabricated buildings and promote the recycling of building materials. Promote the construction of green rural housing and energy-saving transformation of existing rural housing, and encourage the use of renewable energy such as solar energy and new wall materials.

(19) Accelerate the optimization of building energy use. Deepen the application of renewable energy in buildings, and accelerate the promotion of electrification and low-carbon construction energy. Orderly develop rooftop distributed photovoltaic power generation, actively explore the integrated development of distributed photovoltaic power generation and micro grid, smart buildings, and integration of optical storage and charging, encourage the construction of "optical storage, direct and flexible" buildings that integrate photovoltaic power generation, energy storage, DC power distribution, and flexible power utilization, and increase the proportion of renewable energy consumption.
